Russ Toal, M.P.H. is an Associate Professor, Institute of Public Health, Georgia State University and Distinguished Fellow in Health Policy at Georgia State University in Atlanta. Mr. Toal will assist with teaching, grants and research in the Institute and serve as a liaison consultant to CDC's National Center for Chronic Disease Prevention and Health Promotion.

Mr. Toal most recently served as President of the Georgia Cancer Coalition (GCC), implementing and leading the public/private partnership directing the state's comprehensive initiative for cancer prevention, early detection, leading-edge treatment and research. The Georgia Cancer Coalition was created in 2001 and is a not-for-profit corporation headquartered in Atlanta.

Russ has been in health care in Georgia for 25 years, working with a series of governors in progressively more responsible positions. In his previous role as Commissioner of the Georgia Department of Community Health, he restored solvency to the state health benefit plan, implemented new plan and coverage options, expanded eligibility for the Medicaid and PeachCare for Kids programs, and increased support for rural health care. He is known for influencing health care policy at the state and national levels and has received numerous awards from health care and advocacy organizations.
